2026 CB Waterfront Men's League Rules 

 

League Divisions

Tier 1 (T1): Open 18+ 

Tier 2 (T2): Amalgamated Open / Over 35+

League Rules & Guidelines 

Players must be at least 18 years old by December 31, 2026. 

Exceptions may be made for younger players deemed capable of competing in the league. A parent/guardian waiver will be required.

 

The Open 18+ division will operate with two tiers: Tier 1 (T1) and Tier 2 (T2). Promotion and relegation rules may apply between seasons. 

The Over 35+ division has been amalgamated with T2. There are no age restrictions within this division.

All players must be registered with Ontario Soccer (OSA). Unregistered players will not be permitted to play. Underage players require a signed waiver form. 

Team captains must submit: 

  • A completed registration form 
  • A photo of every registered player

  • Only players listed on the official team roster with a submitted photo may participate. 
  • Team fees include insurance coverage for up to 18 players.
  • Call-up players are not permitted unless properly registered and insured.
  • Teams may expand rosters up to 25 players at a cost of $30 per additional player.
  • Additional players must be registered at least 24 hours before participating.
  • Playoff rosters are capped at 25 registered players.
  • Only officially registered players may participate in playoffs.
  • Teams must field a minimum of 9 players for outdoor matches or the game will be forfeited.
  • If both teams agree, a properly registered and insured player may temporarily play for either side with referee approval. Match results will stand.
  • Player transfers between teams are permitted if all parties agree.

Slide tackles are permitted in both T1 and T2 divisions in accordance with FIFA outdoor rules. 

League standings: 

Win = 3 points 

Draw = 1 point 

Loss = 0 points

Tiebreakers:

a) Goal Differential 

b) Goals For 

c) Goals Against 

d) Head-to-Head Record

Team no-shows will result in the following fines: 

  • 1st offence: $150 
  • 2nd offence: $200 
  • 3rd offence: $250 and possible removal from the league without refund

All forfeits will be recorded as a 3-0 FIFA loss. Teams are expected to make every effort to field a team, regardless of location or surface. 

Once published, schedules are considered final. Changes will only be made under exceptional circumstances. 

A League Champion and Playoff Champion will be awarded at the conclusion of the season.

Tied playoff matches will be decided by a penalty shootout (5 penalties per team).

Outdoor matches are played 11v11 with a maximum playing time of 90 minutes.

Match playability decisions are made solely by the referee in consultation with the club.

In the event of a rainout: 

  • The home team (listed first) will provide two alternate dates 
  • The opposing team must respond within 48 hours 
  • If no response is received, scheduling priority shifts to the away team 
  • No additional alternate dates will be considered.

A referee must be present for all matches. 

Referees govern all matches under FIFA rules. Referee decisions are final. 

League structure and format will be finalized once team registrations are confirmed. 

The league will typically use: 

1 Head Referee 

2 Assistant Referees 

Should officiating requirements change, pricing adjustments may apply.

Promotion / Relegation 

Any pre-season, promotion, or relegation matches are considered separate competitions and may involve additional fees not included in standard league registration.

Discipline & Conduct 

Any player displaying abusive behaviour toward referees, players, or league officials may receive a red card and further disciplinary action. 

Red Card Policy 

1st Red Card: 1-game suspension 

2nd Red Card: Minimum 2-game suspension 

3rd Red Card: Permanent removal from the league without refund 

All players are expected to follow FIFA’s Player Code of Conduct.

Any T1 or T2 team accumulating 10 or more red cards may be required to attend a league disciplinary hearing.

Continued participation in the league will be at the club’s discretion.

Zero Tolerance Policy 

Any physical assault toward a player, referee, or league official will result in: 

  • Immediate permanent suspension from the league
  • Possible police investigation 
  • Potential sanctions from Ontario Soccer 
  • Physical assault includes, but is not limited to: 
  1. Hitting 
  2. Kicking 
  3. Punching 
  4. Choking 
  5. Spitting 
  6. Headbutting 
  7. Throwing or spilling objects/drinks

Referee abuse will also be reviewed by league officials and team captains. Serious incidents may result in permanent removal from all sanctioned soccer activities. 

Additional Information:

  • Team registration does not include uniforms. 
  • Teams must supply their own kits or players may be required to purchase one.
